Bronze masonry and sculptural artwork were designed by Belgian architect Eugenio D´ Huicque and sculpted by Jules Lagae, one of the most famous sculptors of his time. They were completed in Brussels in 1909 and assembled in the Congress Square, where they were opened on July 9, 1914, causing criticism of their location, impeding the frontal view of the Palace's main façade.
The Monument to the 2 Congresses, of neoclassical design, consists of an elevated Dry Square with 3 large granite access stairs. At the center of this raised platform is the allegory that symbolizes the Argentine Republic, in its statue that steps on a snake (evil), supporting the left arm in a plow, symbol of the work and holding a branch in the right arm of laurel, which represents glory.
Below, in front of the pedestal, are complementary allegorical sculptures on two of its four faces. In what looks north, in honor of the Assembly of 1813, with the legend that "abolish slavery" and the three symbols created until then: shield, anthem and flag.
The east-facing dark bronze statue symbolizes the Republic and is 6.20 m high. It is on a strong rectangular pedestal, 13.35 m high, built with Nancy stone.
The raised platform in the middle of which the monument is located is 4.35 m from the level of the square. It is a terrace surrounded by artistic balustrade, adorned with bronze figures of condors, equidistant from each other and circles of angels, representing peace, surrounding huge and artistic pillars in the 4 corners.

It is located opposite the National Congress and was built on the occasion of the May Revolution Centennial Celebration. They represent: one the National Assembly of 1813 and another the Congress of 1816.
